My INS status is all fucked up - I'm a valid legal alien but my green card is from when I was 8, and I didn't get a new one. I still haven't. I have no real idea wtf to do about a passport.

If you're a legal alien, you must go to the consulate for your home country and apply for/renew your passport through them. Usually you have to show up in person.

For the INS you just start renewing your green card here:
