The thing is, he almost has a point. (Doing research on the ugandan aids commission). Reducing partners/exposures seems to be a more achievable goal than universal condom use. At least it was in Uganda (the part of sub-Saharan Africa that has apparently had one of the most, if not the most, effective responses to HIV.
